The Competence Centre also conducts research to identify which measures can have the greatest impact on developing basic education pathways and building strong networks. Key questions include:

• What conditions support successful regional networking?
• Which factors hinder or promote the implementation of basic education pathways?
• What influences people with basic education needs when selecting learning programmes?

To improve the quality of the pathways, the Competence Centre analyses their impact throughout the project and again at its conclusion.
